Burning Ordinance Summary

1. No burning of garbage, rubbish, or any material that emits an offensive odor when burned. 

2. Limited amounts of yard waste (small quantities of dried branches, leaves, weeds, dry grass), when the material is dry and does not create an offensive odor, nuisance, or fire hazard due to winds, is permitted.

3. Burning cannot be within 20 feet of a structure such as a residence or garage. 

4. Burn barrels, fine wire mesh or concrete brick enclosures, or structures that could be used to burn garbage, rubbish, or combustible material are forbidden.

5. Burning must be out by 4:00 P.M. Cannot be left smoldering and must be fully extinguished. Burning must be supervised by a competent person and always tended to.

6. Recreational fires- Recreational fires are permitted as long as garbage or rubbish is not being burned, the fire is contained in an incinerator, outdoor fireplace, barbeque grill, or barbeque pit and has a total area of three (3) feet or less in diameter and two (2) feet or less.

  • April 1 through May 31 from 8:00 AM until 4:00 PM 
  • September 1 through November 30 from 8:00 AM until 4:00 PM 
  • No burning on days Hall High School has a home football game

City-Wide Cleanup ’24

For immediate release: Spring Valley City Clerk, Rebecca Hansen, has announced Cleanup Day will be held on Saturday, June 22, 2024. Residents should put cleanup items out in the same location as their weekly materials by 6:00 a.m. as only one stop will be made at each home.

The following items will not be picked up: major appliances, air conditioners, dehumidifiers, water heaters/softeners, windows, glass, riding lawn mowers, electronic items (TVs, cell phones, MP3 players, radios, etc.), demolition/remodeling/construction materials (including carpet), household hazardous waste (oils, chemicals, pesticides, wet paint), liquid waste, medical waste, batteries, concrete, landscaping/yard waste (rocks, bricks, dirt, grass, etc.), tires, auto parts, steel, glass, or windows.

All materials should be neatly stacked and placed together at one location where normal household trash is collected and not to exceed the dimensions of 4x4x3 so that orderliness can be preserved by the city. Miscellaneous loose bulk items should be contained in bags or boxes.

DOG TAG REMINDER

SPRING VALLEY CITY CLERK, BECKY HANSEN, WOULD LIKE TO REMIND ALL RESIDENTS THAT CITY DOG TAGS ARE DUE IN THE AMOUNT OF $5.00 AND PAYABLE BY MAY 1, 2023. TO AVOID PENALTY AS PROVIDED BY CITY ORDINANCE. THIS IS IN ADDITION TO THE RABIES TAG PROVIDED BY BUREAU COUNTY. FAILURE TO PURCHASE A DOG TAG BY MAY FIRST WILL RESULT IN A $10.00 PENALTY. ANY QUESTIONS REGARDING THIS INFORMATION MAY BE DIRECTED TO THE CITY CLERK’S OFFICE AT (815)664-4221.

Burning Hours

Burning is permitted, on Mondays through Saturdays, and on Sundays from 8 a.m. to 4 p.m. between October 1st and May 1st of each year.

No burning is allowed on Sundays from May 1st to October 1st.

Burning of building & construction materials is NOT allowed.

No leaf burning is allowed on city streets and sidewalks; except on brick streets with such burning limited to waste generated by the lot immediately adjacent to the city street. Burning of leaves is allowed on private property with supervision present until the fire is extinguished.

No Burning allowed on any days that Hall High School has a home football game.

(Note: There is no all clear siren rung after a tornado.)
